<ul><li style="text-align: justify;"><strong>The Supreme Court grants the petition of Rappler to livestream the presidential debates</strong></li><br/><li style="text-align: justify;"><strong>COMELEC originally gave exclusive rights to select networks to livestream the debates</strong></li><br/><li style="text-align: justify;"><strong>With the ruling, other websites can livestream the upcoming debates on April 10 and 24</strong></li><br/></ul><p style="text-align: justify;">The Supreme Court (SC) has approved the petition of online news organization Rappler to livestream the presidential debate on its own website.</p><br/><p style="text-align: justify;">The SC justices voted 14-0, granting Rappler their petition and ordering the Commission on Elections (COMELEC) to let other websites livestream the third and final presidential debate.</p><br/><p style="text-align: justify;">COMELEC originally granted exclusive rights to broadcast network ABS-CBN to livestream the debate scheduled on April 24.</p><br/><p style="text-align: justify;">With the SC ruling, Rappler and other websites will also be able to stream live the only vice presidential debate scheduled on April 10.</p><br/><p style="text-align: justify;">Earlier, livestreaming rights for the first and second presidential debates held last February 21 and March 20 were granted by COMELEC only to GMA News and TV5; the media organizers of the respective events.</p><br/><p style="text-align: justify;">Rappler sued the poll agency; questioning its power to impose and grant broadcast rights of presidential debates. The online news organization argued that giving exclusive rights only to the three networks and their chosen partners was unfair.</p><br/><p style="text-align: justify;">“When the MOA grants copyright and fair use rights to the lead networks, the respondent is necessarily imposing a barrier to the free flow of information arising from the debates. <ul><li style="text-align: justify;"><strong>Davao City mayor topped February polls conducted by Rappler</strong></li><br/><li style="text-align: justify;"><strong>He garnered 39 percent of the total number of votes in the poll</strong></li><br/><li style="text-align: justify;"><strong>This is the third Rappler text survey he has topped </strong></li><br/></ul><p style="text-align: justify;">MANILA, Philippines – <em>Call him the Texters’ President.</em></p><br/><p style="text-align: justify;">Lacking the traditional machinery of his presidential rivals, Davao City Mayor Rodrigo Duterte’s grassroots approach may just be raking in the dividends as highlighted by his topping of a presidential poll for the third time in a row.</p><br/><p style="text-align: justify;">The text blast poll, conducted by <a href="http://www.rappler.com/nation/politics/elections/2016/126036-rappler-sms-poll-february-results-duterte">Rappler </a>together with Laylo Research Strategies among 47,138 Globe subscribers from February 15 to 29, shows the mayor garnering 39 percent of the total number of votes — way ahead of second-placer Mar Roxas who only got 20 percent.</p><br/><p style="text-align: justify;">Behind Roxas is Vice President Jejomar Binay with 16 percent, Sen. Grace Poe with 13 percent, and Sen. Miriam Defensor Santiago with only five percent.</p><br/><p style="text-align: justify;">This is the third time Duterte has won a Rappler-conducted poll. He won a December 2015 survey with an overwhelming 40 percent although the sample consisted mainly of low-income female respondents outside Metro Manila.</p><br/><p style="text-align: justify;">Last January, the mayor topped the survey which closely reflected the voter demographic of the latest poll, garnering 35 percent of the votes. Rodrigo Duterte,” he said.</p><br/><p style="text-align: justify;">According to Celestial, while he was indeed the one who asked Duterte the question on what concrete steps Duterte can take to fulfill his plan of eliminating crime and corruption in three to six months as he pledged because Filipinos are tired of hearing empty promises, he was not the one who told the mayor to hurry up with his answer so he can go home.</p><br/><p style="text-align: justify;">“However, in a video report by Rappler, it seemed that I was the one who said the following: <em>‘Sir, sana pakisagot lang po nang diretso kasi nagtatanong po kami nang diretso dito para po makauwi na kayo,’</em>” he said.</p><br/><p style="text-align: justify;">Slamming Rappler for the misleading video which has resulted in him receiving curses, hate messages and death threats, Celestial nonetheless apologized to anyone who felt slighted by the incident and hopes the public would focus on the bigger problems hounding the country.</p><br/><p style="text-align: justify;">“I would like to appeal to everyone to go beyond personal attacks and criticize the real problems that are plaguing our society. If in any way, I have offended anyone, my sincerest apologies. It was not and will never be our intention to disrespect anyone. I believe that forums with national leaders should be used as an avenue to get to know our candidates beyond what they are being portrayed in the mainstream media. <ul><li style="text-align: justify;"><strong>Social news network Rappler files petition with the Supreme Court against Comelec Chairman Andres Bautista</strong></li><br/><li style="text-align: justify;"><strong> The petition seeks to nullify the MOA signed between “lead networks” and the Comelec chairman</strong></li><br/><li style="text-align: justify;"><strong>Rappler says discriminating against them is a violation of their constitutional right to equal protection and a restraint of their press freedom</strong></li><br/></ul><p style="text-align: justify;">MANILA – Social news network <em><a href="http://www.rappler.com/views/123020-rappler-sues-comelec-chief-sc-debates">Rappler</a></em> recently filed a petition with the Supreme Court (SC) asking it to intervene to allow millions of Filipinos to watch the upcoming presidential debate on their phones, tablets and computers.</p><br/><p style="text-align: justify;">The petition for <em>Certiorari</em> and Prohibition with Prayer for Preliminary Mandatory Injunction under Rule 65 of the 1997 Rules of Civil Procedure was filed on Friday, February 19, against Andres Bautista in his capacity as the chairman of the Commission on Elections (Comelec).</p><br/><p style="text-align: justify;">According to a copy of the petition posted on <em><a href="http://www.rappler.com/views/123020-rappler-sues-comelec-chief-sc-debates">Rappler</a></em>, the petition seeks to nullify pertinent parts of a Memorandum of Agreement (MOA) executed between the Comelec Chairman and various media networks (ABS-CBN, GMA Network, Inc., TV5 Network, Inc., and Nine Media Corporation) signed on January 13, 2016 for being executed without or in excess of jurisdiction or with grave abuse of discretion amounting to lack or excess of jurisdiction and for violating the fundamental rights of Rappler, Inc. protected under the Constitution; and to prohibit Comelec from enforcing the provisions of the MOA.</p><br/><p style="text-align: justify;">According to <em>Rappler’s</em> article regarding their suit before the SC, the network filed the petition because the decision of Comelec Chairman Andres Bautista “to grant broadcast rights to the upcoming presidential and vice presidential debates only to the nation’s biggest commercial television companies and their chosen partners is out of touch with reality.”</p><br/><p style="text-align: justify;"><em>Rappler</em> claims that “instead of ensuring a wider distribution of the debate, the Comelec Chairman granted exclusive broadcasting and live-streaming rights to hand-picked partners – to the detriment of all other media outlets, including the government-owned <em>PTV4.</em>”</p><br/><p style="text-align: justify;">The social news network contends that their constitutional right to equal protection has been violated and that discriminating against their network is a restraint on their free press rights.</p><br/><p style="text-align: justify;"><em>Rappler</em> added that “(a)ll of these betray the Comelec’s mission to educate the general public on matters that affect the choices they will make in May.”</p><br/><p style="text-align: justify;">The network also claims that the Comelec Chairman may have violated the Anti-Graft Law because the benefits and advantages given to these “lead networks” are unwarranted and were granted without the benefit of any transparent or equitable process such as a public bidding.</p><br/><p style="text-align: justify;"><em>Rappler</em> further explained that the suit was brought exclusively against the chairman of the Comelec because it appears that he acted without the support of the other Commissioners.</p><br/><p style="text-align: justify;">It was stated by a story on <em><a href="http://www.philstar.com/headlines/2016/02/21/1554415/live-updates-presidential-debate-mindanao">Philstar</a></em> that the first round of the debates initiated by Comelec among presidential candidates Grace Poe, Rodrigo Duterte, Jejomar Binay, Miriam Defensor Santiago and Mar Roxas is set on Sunday, Feb. 21, 2016 in Cagayan De Oro.</p><br/><p style="text-align: justify;">According to an article written by Tina G.
