To curb this problem, AKO BICOL party list representatives <b>Rodel </b>Batocabe, <b>Alfredo </b>Garbin Jr. and <b>Christopher </b>Co proposed House Bill 4291  <b>(Work-at-Home Act of 2016) </b>as a means to decongest the overcrowded roads of the city, as well as to provide employees convenience and save company costs on utilities for employees.</div><br/><div style="text-align: justify;"></div><br/><div style="text-align: justify;">The proposed bill is intended for both government agencies and private companies.</div><br/><div style="text-align: justify;"></div><br/><div style="text-align: justify;">“By providing at least a one-day respite from the stressful commute, this measure seeks to promote the welfare of workers who will have an extra time to stay at home while still doing some work-related activity,” Batocabe explained.</div><br/><div style="text-align: justify;"></div><br/><div style="text-align: justify;">“If we allow at least 10 percent of these workers to have at least one day of the week spent working at home, it would help lessen traffic congestion by reducing the number of commuting and driving public on certain days of the week, especially those workers in Metro Manila who live in the suburbs. James Jimenez, the law states that any person elected to a public office shall not “enter or assume the duties of his office until he has filed the SOCE”, referring to Republic Act (RA) 7166, otherwise known as the “Synchronized National and Local Elections and for Electoral Reforms Act.”</p><br/><p>“It is in the law that if the political party was not able to file the SOCE, their candidates that won cannot assume their posts,” explained Jimenez. “That is what the law says right now. As you can imagine, that might have a far reaching consequences.”</p><br/><p>This made the LP, or any political party who participated in the election for that matter, answerable to all their candidates including Robredo and others who were declared winners in the poll.</p><br/><div class="easy-ads"><div class="easy-ads-lite easy-ads-lite-bidvertiser-middle"><br/><br/></div><br/></div><br/><p>“If you are looking at it from the point of view of someone who ran for mayor, for example, the mayor who filed his SOCE is not at fault if the party failed to file its own SOCE,” Jimenez said.</p><br/><p>The deadline for the filing of SOCE was set on Thursday, June 9 while the submission of a certification on SOCE to the Department of Interior and Local Government (DILG) is until June 17.</p><br/><p>While Robredo managed to fulfil his duty, in as far as submitting the SOCE is concerned, LP and its standard bearer, Mar Roxas, failed to do the same.</p><br/><p>Roxas asked for a 14-day extension to file his and the party’s SOCE, citing the voluminous documents needed to be attached. He is the only presidential candidate who didn’t make the submission in time.</p><br/><p>Other winning candidates who have yet to submit their SOCEs are Senators-elect Joel Villanueva, Frank Drilon, Leila de Lima, Sherwin Gatchalian, Riza Hontiveros, Francis Pangilinan as well as some governors, mayors and councilors all over the country.</p><br/><p>Meanwhile, Robredo’s legal counsel, Atty. Canedo mentioned in her article for <a href="http://www.sunstar.com.ph/davao/local-news/2016/05/15/wife-davao-city-vice-mayor-sue-accusers-473756"><em>Sun Star</em></a> published on May 15 that January Duterte, who is also the president of Association of Barangay Captains (ABC), is set to file charges against a certain Mr. Perfecto Tagalog after he accused the Dutertes of smuggling issues.</p><br/><p>During a press conference held at the Catalunan Grande Barangay Hall on Sunday, January said they might have remained quiet on the issue, however, the family is silently hurting and suffering because of the accusations.</p><br/><p><em>“We have remained silent for we knew that those who were meant to discredit our family given that my father-in-law, Mayor Rody Duterte, led the presidential surveys at that time. <ul><li style="text-align: justify;"><strong>A petition for late president Ferdinand Marcos’ burial can be filed</strong></li><br/><li style="text-align: justify;"><strong>Vice presidential candidate Francis Escudero says Marcos deserves to be at <em>Libingan ng mga Bayani</em></strong></li><br/><li style="text-align: justify;"><strong>He notes that conflict between Aquinos and Marcoses must end</strong></li><br/></ul><p style="text-align: justify;">A petition for the burial of the late president Ferdinand Marcos at the <em>Libingan ng mga Bayani</em> can be filed by the family, vice presidential candidate and incumbent senator Francis “Chiz” Escudero said; noting that the former leader deserves to be at the cemetery for heroes.</p><br/><p style="text-align: justify;">In an article that was published on <a href="http://www.interaksyon.com/article/124174/marcoses-can-seek-court-intervention-on-burial-of-late-dictator-escudero">Interaksyon</a>, it was disclosed that Escudero noted that time has come to put an end to the almost three decades of debates whether or not to bury Marcos at the <em>Libingan ng mga Bayani.</em></p><br/><p style="text-align: justify;">”That issue has been there for 30 years already, the friction, conflict between the Aquinos and Marcoses. Perhaps, it is time to end that,” Escudero said during a campaign sortie in Iloilo.</p><br/><p style="text-align: justify;">According to the leading vice presidential candidate, the Marcos family can file a petition before the court.</p><br/><p style="text-align: justify;">”If the Marcos family really wanted to bury former President Marcos at the Libingan ng mga Bayani, I wonder why until now they have not filed a case to allow them since the government is against it,” he said.</p><br/><p style="text-align: justify;">Escudero believes that Marcos deserves to be buried at the <em>Libingan ng mga Bayani</em> because he served the country as a former president and a soldier.</p><br/><p style="text-align: justify;">At present, Marcos’ body is placed inside a glass-encased coffin in a temperature-controlled mausoleum in Batac City, Ilocos Norte. It has been there since 1993.</p><br/><p style="text-align: justify;"><strong>Resolution</strong></p><br/><p style="text-align: justify;">In 2011, Escudero’s father, the late former Sorsorgon Rep. Salvador Escudero III, filed a resolution urging President Benigno Aquino III to allow Marcos’s burial at the <em>Libingan ng mga Bayani.</em></p><br/><p style="text-align: justify;">Nearly 200 lawmakers at the House of Representatives signed the resolution. Aquino, however, turned down the resolution.</p><br/><p style="text-align: justify;">During the Marcos presidency, Aquino’s father, former Sen.
