As such, DSWD social workers or personnel tasked to evaluate the qualification of beneficiaries are enjoined to strictly adhere to MC6 and to existing circulars prescribing guidelines for the implementation of the PSP,” the memorandum added.</p><br/><p>Taguiwalo also ordered her personnel to facilitate cash transactions within the premises of DSWD offices to ensure their safety from threats. <ul><li style="text-align: justify;"><strong>The Department of Social Welfare and Development said it released millions of pesos for El Niño</strong></li><br/><li style="text-align: justify;"><strong>Agency said P908.4 M is allotted for people affected by the El Niño phenomenon</strong></li><br/><li style="text-align: justify;"><strong>P523.8 million is from climate mitigation and adaptation fund; P384.6 million is from agency’s quick response funds</strong></li><br/></ul><p style="text-align: justify;">Millions of pesos were released for the people affected by the El Niño phenomenon, the Department of Social Welfare and Development (DSWD)  disclosed on Tuesday, April 5.</p><br/><p style="text-align: justify;">In an article written by BAP of<a href="http://www.gmanetwork.com/news/story/561623/news/regions/p900-m-el-nino-assistance-fund-was-released-dswd#sthash.B0jT0kY4.dpuf"> GMA News</a>, it was disclosed that a total of P908.4 million was given to help the people affected by El Niño. During a press briefing, DSWD Assistant Secretary for Operations and Programs Group-Protective Programs Vilma Cabrera said that as of April 4, the agency released P523.8 million from the climate mitigation and adaptation fund and another P384.6 million from the agency’s quick response funds.</p><br/><p style="text-align: justify;">Meanwhile, in Central Mindanao, the department has released P52.2 million, P35.9 million, and P12.054 million to North Cotabato, South Cotabato and the Autonomous Region of Muslim Mindanao, repectively under a cash-for-work program.</p><br/><p style="text-align: justify;">In General Santos, the DSWD, in partnership with the National Food Authority distributed 10,000 bags of rice. In SOCCSKSARGEN, an additional P251 million was spent on cash-for-work program while food packs were distributed to the families.</p><br/><p style="text-align: justify;">The cash-for-work program is a 10-day working opportunity wherein the government pays a worker 70 percent of the local minimum wage, it was disclosed. The program is open to small farmers and fisherfolk belonging to poor households.</p><br/><p style="text-align: justify;"><strong>A need to look closer</strong></p><br/><p style="text-align: justify;">Meanwhile, Socioeconomic Planning Secretary Emmanuel Esguerra said that although the government has been successful in mitigating the effects of El Niño, there is still a need to take a closer look at all the affected areas.</p><br/><p style="text-align: justify;">“We are certainly bothered by the fact that there are people who still go hungry. <ul><li style="text-align: justify;"><strong>A DSWD official was charged for soliciting sexual favors from a job applicant</strong></li><br/><li style="text-align: justify;"><strong>The accused asked the victim to sleep with him as a precondition to his hiring</strong></li><br/><li style="text-align: justify;"><strong>The official went on to embrace, caress the chest, belly and touch the private parts of the victim to satisfy his carnal desires</strong></li><br/></ul><p style="text-align: justify;">An official of the Department of Social Welfare and Development (DSWD) has been charged for violating <a href="http://pcw.gov.ph/law/republic-act-7877">Republic Act 7877</a>; otherwise known as the Anti-Sexual Harassment Act of 1995.</p><br/><p style="text-align: justify;">The Office of the Ombudsman filed a sexual harassment case in the Sandiganbayan against former assistant Regional Director Jaime Eclavea of the DSWD Field Office VIII in Tacloban City, for soliciting sexual favors from a DSWD employee who was applying for another position in Eclavea’s office in 2011.</p><br/><p style="text-align: justify;">In Marc Jayson Cayabyab’s article for the <a href="http://newsinfo.inquirer.net/769847/dswd-exec-faces-suit-for-asking-sexual-favors-from-employee">Inquirer</a> dated March 1, 2016, Cayabyab said that Eclaveo was accused of demanding sexual favors from Harvic Gemson Cariño, an encoder for the National Housing Targeting System of the DSWD, who was then applying as an administrative assistant under the <em>Kapit-Bisig Laban sa Kahirapan </em>– Comprehensive and Integrated Delivery of Social Services in the office of Eclavea.</p><br/><p style="text-align: justify;">In its two-page complaint filed before the anti-graft court, the Office of the Ombudsman said Eclavea “willfully, unlawfully and criminally demand, solicit or request sexual favors” from Harvic Gemson Cariño.</p><br/><p style="text-align: justify;">Eclavea allegedly asked the DSWD encoder to sleep with him in his lodging house as a precondition for hiring him as an administrative assistant.</p><br/><p style="text-align: justify;">“Eclavea threatened that if the younger employee refuses, he would not be hired in the position applied for which constitutes a precondition for hiring,” the Office of the Ombudsman said in its complaint.</p><br/><p style="text-align: justify;">The Office of the Ombudsman said Eclavea satisfied his carnal desires by embracing, caressing the chest, belly and fondling the private parts of Cariño.</p><br/><p style="text-align: justify;">Eclavea took advantage of his position to criminally solicit sexual favors from the young victim,” Assistant Special Prosecutor I Edgardo Noel Cruz said.</p><br/><p style="text-align: justify;"><br/><a href="http://kickerdaily.com/dswd-official-accused-of-sexually-harassing-job-applicant/" rel="nofollow">Kicker Daily News</a></p>
