In an article written by Maricar Brizuela for <a href="http://motioncars.inquirer.net/43784/mmda-all-set-for-no-contact-policy-traffic-scheme-starts-on-april-15-with-250-new-cctv-cams">Motion Cars</a> on March 28, 2016, it was disclosed that the metro-wide government agency is already conducting tests to ensure the smooth flow of traffic operations using the new system. “We are checking if they can see even from afar the plate numbers of vehicles passing along designated roads,” said Ronnie Rivera; chief of MMDA’s no-contact policy scheme. Rivera also noted that the MMDA is also expecting another set of CCTV cameras that will be installed along Metro Manila’s thoroughfares that will help the agency monitor traffic violators. “We are also waiting for another 100 cameras to help us with the no-contact apprehension policy,” he added. According to the MMDA, the new policy will focus on monitoring those who illegally park their vehicles, stop inside yellow boxes at intersections, drive recklessly, load and unload passengers in prohibited areas, and unlawfully use bus lanes. Upon launching, the “no-contact policy” will be strictly implemented in Metro Manila’s major roadways, such as the Epifanio de los Santos Avenue (EDSA) and the C-5 Road. The MMDA will be informing erring motorists about their supposed violations within three days, and suspected violators will be given the chance to contest their traffic citations within seven days. MMDA’s latest move was announced by Chairman Emerson Carlos at the relaunching of the agency’s “Estero Blitz” project; an estero-cleaning drive across Metro Manila in accordance with the Republic Act 9003 or the Solid Waste Management Act. “After cleaning up esteros through our Estero Blitz program, we will take photos of these waterways and send these to the Ombudsman,” Carlos said during a weekly radio program on Sunday. Carlos added “Estero Blitz” will recommence on Tuesday, March 1. The MMDA chief lamented that the government campaign to get rid of debris and trash that clog esteros were put to waste after barangay officials tolerated the residents to continue dumping garbage in these waterways. It was for this reason that they sought the help of the Ombudsman to punish erring barangay execs for their negligence. “Upon return to subject waterways and we see that its cleanliness is not maintained, we will give the Ombudsman anew of pictures,” said Carlos; adding that they will leave it to the Ombudsman to determine the liability of the officials concerned. The MMDA official explained that the flood-control facilities like  pumping stations tend to ‘underperform’ because they end up pumping out trash instead of water, hampering the operation altogether. The MMDA relaunched their “Estero Blitz” program on March 1 and will last throughout the summer season. First on the list are  Estero de Kabulusan and Estero de Quiapo in Manila, as well as other waterways in Pasay City. In an article written by Christopher Lloyd Caliwan for <a href="http://www.interaksyon.com/article/124161/mmda-to-permanently-enforce-no-physical-contact-policy-in-dealing-with-traffic-violations">InterAksyon</a>, it was disclosed that the MMC, which is the MMDA’s policy-making body composed of leaders coming from the 17 local government units (LGUs) of the National Capital Region (NCR), has signed an agreement among its members that all traffic violations shall only be monitored using closed circuit television (CCTV) cameras and other recording devices installed along major thoroughfares beginning on March. Prior to the passage of the resolution, the MMDA has already tested the implementation of the policy along Commonwealth Avenue in Quezon City and Diosdado Macapagal Boulevard in Pasay City since 2011, and Chairman Emerson Carlos has attested to its effectiveness. “There had been piles of summons regarding the violations caught with the No Physical Contact Policy on my desk which proves its effectiveness,” Carlos said. The agency chief has also noted that the latest resolution modifies the policy set by former MMDA Chairman Bayani Fernando that requires motorists to settle their fines before contesting the citations issued to them. “There is no presumption of innocence, you are automatically considered at fault when you are caught, you need to pay the violations first before you are able to contest. Now if you look at the regulation, we made improvements. You have the right to contest. If you contest, the period will be extended and you’re only asked to pay if you lose the contest,” Carlos added. The MMDA has decided to implement the policy to eradicate cases of bribery involving traffic constables and erring motorists. Moreover, the regulation also lessens the possibility of having traffic violators who manage to escape after they are apprehended by law enforcers. “When there is physical contact, constables will have to chase after the motorists before they could issue them receipts.
