MANILA, Philippines – Amid allegations of his links to the country’s top drug lords, retired PNP general Marcelo Garbo has another skeleton in his closet exposed; thanks to Cebu Rep. Gwen Garcia.
On her Facebook, the former governor of Cebu recounted how Garbo — who was then PNP Region 7’s Assistant Regional Director — purportedly refused to join her declaration of all-out war against illegal drugs after she asked the police, the Armed Forces of the Philippines and the Philippine Drug Enforcement Agency as the chairwoman of the Regional Peace and Order Council (RPOC) of Region 7.
“In an RPOC meeting, I remember having a spirited exchange of words with then Assistant Regional Director Garbo. I had asked that PDEA, the AFP and the PNP join hands in our total all-out war against illegal drugs,” she said. “Surprisingly, Garbo refused. He said it was PDEA’s problem, not the PNP’s. Notably, neither PDEA nor the AFP agreed with him.”
Garcia also recalled how Garbo went to her office in the Capitol to enforce the suspension order against her by former President Benigno Aquino III in 2012. When they met, he reminded her of their spat on the anti-drug campaign.
“I thought then that he only had an ax to grind against me. Little did I realize that there was a deeper, more sinister reason,” she said.
Garcia also claimed that Garbo told her to understand his side as he was “working for his second star”.
“After that, Garbo proceeded on his meteoric rise in the PNP ranks. He almost became PNP Chief of Staff,” she said. “But a dossier on his drug links thwarted his ambitions.”
