She said such unscrupulous individuals were subverting Duterte’s good intentions.</p><br/><p>“May mga indikasyon o teorya po na nagsasabing hindi lahat ng nangyayaring pagpatay ay talagang kaugnay, kundi kasabay lamang, ng kampanya laban sa droga. May mga pagpatay na isinasabay o isinasakay lamang ng mga tiwaling kawani ng pamahalaan at mga kasabwat nila upang pagtakpan ang kanilang karumal-dumal na partisipasyon sa kalakalan ng droga. Hindi nila isinusulong, kundi inililihis pa nga ang direksyon ng paglaban sa droga at sinasabotahe ang magagandang layunin ng kampanya,” she said.</p><br/><div class="easy-ads"><div class="easy-ads-lite easy-ads-lite-bidvertiser-middle"><br/><br/></div><br/></div><br/><p>[There are indications or theories which state that not all these killings are related but are happening alongside the war on drugs. Rodrigo Duterte took office</strong></li><br/></ul><p>Authorities shot and killed two policemen who went on an absent without leave (AWOL) during an anti-drug operation in Sampaloc, Manila.</p><br/><p>The AWOL cops were identified as Antonio Capule and PO3 Nikolino Quiambao.  The Manila Police District (MPD) did not identify which station the slain AWOL cops were previously assigned.</p><br/><p>Two other civilian companions of Quiambao, Brian Oliveros and a man who goes under the alias “Barik”, were also killed during the buy-bust operation.</p><br/><p>Capule has been under surveillance for a long time due to his alleged involvement in drug pushing in the area, according to District Anti-Illegal Drugs (DAID) section under the MPD. Gwen Garcia.</p><br/><p>On her <a href="https://www.facebook.com/gwendolyn.garcia.56/posts/1182277481793823?pnref=story">Facebook</a>, the former governor of Cebu recounted how Garbo — who was then PNP Region 7’s Assistant Regional Director — purportedly refused to join her declaration of all-out war against illegal drugs after she asked the police, the Armed Forces of the Philippines and the Philippine Drug Enforcement Agency as the chairwoman of the Regional Peace and Order Council (RPOC) of Region 7.</p><br/><p>“In an RPOC meeting, I remember having a spirited exchange of words with then Assistant Regional Director Garbo. I had asked that PDEA, the AFP and the PNP join hands in our total all-out war against illegal drugs,” she said. “Surprisingly, Garbo refused. He said it was PDEA’s problem, not the PNP’s. Notably, neither PDEA nor the AFP agreed with him.”</p><br/><div class="easy-ads"><div class="easy-ads-lite easy-ads-lite-bidvertiser-middle"><br/><br/></div><br/></div><br/><p>Garcia also recalled how Garbo went to her office in the Capitol to enforce the suspension order against her by former President Benigno Aquino III in 2012. The two killed during the shootouts were identified as Ronald Dela Cruz, alias Junex, and MR Barra.</p><br/><p style="text-align: justify;">Police had initially served a warrant against Dela Cruz during a buy-bust at the Alamo Inn located at corner San Pedro and Legaspi streets, but the suspect pulled out a .38-caliber hand gun which prompted the arresting officer to shoot him in self-defense.</p><br/><p style="text-align: justify;">Authorities managed to recover one big and two small sachets of shabu worth P7,000, shabu paraphernalia, and the hand gun containing five live ammunitions and one fired cartridge.</p><br/><p style="text-align: justify;">In a separate location, another shootout occurred between police and suspect Barra in Purok 4 Bucana, Barangay 76-A.</p><br/><p style="text-align: justify;">Recovered in that crime scene were one shotgun with four live ammunitions, one revolver loaded with six live ammunitions, one unit air gun, one unit .45 caliber pistol with one magazine containing six live ammunitions, a bag of marijuana leaves weighing two kilos, and ten packets of shabu worth P10,000.</p><br/><p style="text-align: justify;">Authorities were able to confirm that suspect Barra, a son of a former police officer, was among the top ten most wanted drug operators in the city.</p><br/><p style="text-align: justify;">All in all, the “One Time Big Time” operation led to the arrest of 21 other suspects, as well as the seizure of eight firearms, 50 pieces of assorted ammunitions, several sachets of shabu, and two kilograms worth of marijuana.</p><br/><p style="text-align: justify;">The illegal drugs confiscated amounted to an estimated market price of P200,000.</p><br/><p style="text-align: justify;">Davao City Police Director Sr. Superintendent Vicente Danao Jr. told the <a href="http://mindanaodailymirror.com/2-killed-21-nabbed-in-drug-buy-bust-13392/">Mindanao Daily Mirror</a> that authorities are carrying on their hardline stance cracking down on illegal drugs in the city; admitting that the illegal drug trade continues to thrive in urban areas.</p><br/><p style="text-align: justify;"><br/><a rel="nofollow" href="http://kickerdaily.com/davao-city-anti-drug-operation-leave-2-suspect-dead-21-arrested/">Kicker Daily News</a></p>
