Senator Ralph Recto challenged the new administration to practice what it preaches regarding President Rodrigo Duterte’s order to stop the illegal labor contractualization, commonly referred to as “endo,” which is short for “end of contract.”
During a recent impromptu press briefing in Malacañang, the President demanded private companies to stop hiring workers on a contractual basis. He threatened to close down those who will not comply with the order.
Recto, the Senate Minority Leader, claimed the government employs a big number of casual employees. He said the size of contractual employees in the government is “as big as the Army,” as per a Manila Bulletin article dated August 3, 2016.
After teachers and soldiers, they are the third biggest class of workers, Recto claimed.
There are currently 21,315 contractual workers and 97,951 casual workers or nearly 120,000 working for the government based on the inventory conducted by the Civil Service Commission (CSC) in 2010.
Casual workers hired pursuant to “job orders” whose pay comes from Maintenance and Other Operating Expenses and workers in subcontracted tasks like security and janitorial services were not included in the CSC count, Recto said.
“The fact is, government is one of the biggest buyers of outsourced labor in the country today,” he said.
Recto proposed that the government absorb these casual workers into regular employees.
“The government should open a pathway to regular employment for thousands of casuals who are eligible for permanent civil service,” the senator said.
