The names of Albuera, Leyte Mayor Rolando Espinosa and his son Rolan “Kerwin” Espinosa were mentioned in the drug intelligence report that linked retired police generals Vicente Loot and Marcelino Garbo to the illegal drugs trade.
Arlyn de la Cruz of Philippine Daily Inquirer said the intel report dated May 31, 2016 included the “Kerwin Espinosa Drug Syndicate” as one of the priority targets of the war against illegal drugs declared by the then incoming President Rodrigo Duterte. The report was forwarded to Duterte after he officially assumed the presidency on June 30.
The intelligence report said Kerwin Espinosa was recruited as a police asset in Police Regional Office 7 (PRO-7) during the time of Loot as chief of the Regional Anti-Narcotics Unit (RANU) and because Kerwin was able to provide authorities with names of personalities involved in the illegal drug trade in the region, he became a key asset of the RANU. Kerwin was allegedly entrusted with the task of recycling confiscated drugs back into the market.
When Loot was promoted as director of PRO-7’s personnel, General Marcelino Garbo was its chief of staff.
“Shared asset nina Garbo at Loot si Kerwin sa PRO-7. Alam ng lahat ng nasa region ‘yan,” Arlyn De la Cruz quoted the police officer who gave her a copy of the intel report.

Kerwin later became a bigtime drug lord in Eastern Visayas; distributing illegal drugs worth P300 million per month. He reportedly spent over P60 million to finance the mayoralty candidacy of his father last election.
On August 1, President Duterte demanded the father and son’s surrender and threatened to issue a shoot-on-sight order should they fail to do so within 24 hours. Mayor Espinosa complied, but Kerwin remains at large.
Mayor Espinosa admitted that his son is a drug dealer and that he gets his supplies from Peter Co; a Chinese drug lord currently detained at the New Bilibid Prison.
