A bill which seeks to ban the use of karaoke and other similar devices after 10 in the evening has been filed in the House of Representatives.
If passed, House Bill 1035, filed by Quezon Province Fourth District Representative Angelina Tan, would allow the use of “sound amplifying equipment” such as karaokes and videokes in residential areas from 8 in the morning to 10 in the evening.
“The making or creation of excessive, unnecessary, or unusually loud sounds from videoke/karaoke systems or other amplified audio devices beyond limits and at unacceptable levels during unholy hours causes serious discomfort and has created numerous complaints and public condemnation as they are detrimental to public health, comfort, convenience, safety, welfare, and prosperity of the general public,” Tan explained, as previously quoted by Rappler.
The ban would also cover other items such as radio, CD player, television set, amplified musical instrument, drums and loudspeakers, operating “in such manner as to be plainly audible at a distance of 50 feet from the place in which it is located.”
Violators face a fine of up to P1,000 or imprisonment for not more than six months.
The new House bill is similar to an ordinance currently implemented in Davao City, where incumbent President Rodrigo Duterte served as Mayor for more than two decades.
Shortly after winning the elections, Duterte said he wants to impose a nationwide karaoke ban after 10 pm.
“You disturb the neighborhood….So at 10 o’clock, you stop that… Let the children sleep in the neighborhood. Huwag mong pahirapan ang Pilipino. Masyadong hirap na. [Don’t let the Filipinos suffer. They are already suffering],” he earlier told GMA News.
