MANILA, Philippines – A former solicitor general slammed the Office of the Ombudsman on Friday for starting a new investigation to file a new plunder case against former President and Pampanga Rep. Gloria Macapagal-Arroyo.
Marc Jayson Cayabyab mentioned in his article for Inquirer that Former Solicitor General Estelito Mendoza has expressed that starting a new plunder case for Arroyo is “oppressive” and “cruel”; given that she had just been released from detention after four years.
“I don’t think there can be anything more oppressive than that, if not cruel,” said Mendoza, who is also Arroyo’s lead counsel.
Arroyo has just been given release from hospital arrest; however, Mendoza said Ombudsman Conchita Carpio Morales seemed bent on putting the former president back to jail again.
The former president was accused of misusing P366-million intelligence funds of the Philippine Charity Sweepstakes Office from 2008 to 2010. Trying to prove her innocence, Arroyo took her fight from the Sandiganbayan to the Supreme Court, which voted 11-4 last Tuesday; dismissing her case over insufficient evidence.
An article by Virgil Lopez for GMA News said that Morales, who is clearly disappointed with the ruling, confirmed that they were exploring their legal options including the possibility of indicting Arroyo for plundering at least P57 million state lottery funds from 2004 to 2007.
“Assuming that we can prove that there was pillaging and ransacking of the public treasury, and if after the preliminary investigation we believe probable cause lies then we’ll certainly hail her to court,” Morales said.
Last Thursday, Arroyo walked out of the Veteran’s Memorial Medical Center in Quezon City after receiving the signed copy of the SC order.
