President Rodrigo Duterte pledged his willingness to immediately implement the Bangsamoro Basic Law (BBL), except for what he calls “contentious” provisions that may be considered unconstitutional.
“Bukas na bukas ay ipatutupad na ang BBL minus the provisions na may issue sa Constitution. [Immediately tomorrow we would implement the BBL minus the provisions that have issues with the Constitution],” he said, as previously quoted by GMA News.
Among these controversial points includes the configuration for the area to be placed under the proposed Bangsamoro and the creation of regional armed forces.
Instead, Duterte proposed that such contentious provisions could be best addressed under a federal system of government.
The President ran under a platform of shifting the current centralized form of government to a more devolved federal system.
Duterte also commended Moro Islamic Liberation Front (M.I.L.F.) leader Al Haj Murad for his role in pursuing peace talks with the government. He also said he would be open to granting unquestioned provisions of the BBL, as well as pursuing peace with the Moro National Liberation Front (MNLF) under Nur Misuari.
“Even if you give them that part of the territory , there’s enough land in the Philippines. The Philippines is vast. As long as there is no fighting, everybody can be accommodated, and we can establish industrial zones,” he said, as quoted by the Inquirer.
The Duterte administration has pledged to implement peace negotiations signed with the M.I.L.F, as well as with the MNLF; citing the necessity of correcting the “historical injustice” in Mindanao.
