Malacañang is set to release a memorandum ordering the Department of the Interior and Local Government (DILG) to investigate the local mayors and barangay captains of areas with high rates of drug cases and drug-related crimes as part of President Rodrigo Duterte’s intensified efforts against illegal drugs.
The memorandum specifically aims at probing possible neglect by local chief executives which had allowed the proliferation of drugs in their respective jurisdictions.
“A proposed memorandum to barangay captains and mayors with places of high incidence of drugs that they may be investigated for serious neglect of duty if found to have neglected their tasks. The incidents usually happen in the barangay level so it’s basically area management. If this is your area, that’s your area of responsibility,” presidential spokesperson Ernesto Abella told GMA News.
Also discussed was the possibility of setting up regional rehabilitation centers for drug users.
While no definite timeline as to the release of the memo, Abella said it would be done “soon.”
Abella, however, offered no specific liabilities awaiting local officials found to be erring in their duties. Instead, it will be up to DILG to conduct the investigation.
“They will go through their own due process,” he said.
He reminded the public, however, that the issue at hand is not a simple task ahead.
“It’s very complex. We want to reduce it as much as we can,” he reiterated.
