The New Bilibid Prison (NBP) has further tightened the security in the national penitentiary this week as the Philippine National Police’s Special Action Force (PNP-SAF) continues to control the area after the present administration ordered a major revamp.
In an article written by Rie Takumi for GMA News Online on July 23, 2016, it was disclosed that NBP Chaplain Msgr. Roberto Olaguer shared how strict the penitentiary’s management is in implementing a more serious version of Oplan Galugad.
“Mula pa noong huwebes, wala nang nakakapasok na dalaw [Since last Thursday, no visitors were allowed to enter],” Olaguer said; adding that the relatives of the inmates have already begun organizing themselves to lodge a complaint since even food and medicine packages from outside sources were disallowed in the area.
The chaplain further mentioned that even the prison guards assigned at the Maximum Security Compound were also disarmed of their service firearms, and their two-way radios recalled, while several officers were sent to Camp Vicente Lim in Canlubang, Laguna for retraining.
“Hindi ko nga alam kung anong nangyayari. [I do not know what is happening],” Olaguer said; noting that he received reports of inmates being abused inside the compound but he has no way of validating such information.
“Kagabi nga, merong bumati ata na isang bilanggo sa SAF na ‘Good evening, sir,’ binigwasan daw agad eh. [Last night, an inmate greeted a SAF personnel by saying ‘Good evening, sir,’ but according to some, he was immediately knocked down],” he added.
