A cop in Negros Occidental with the rank of Police Officer 1 (PO1) was disarmed after he refused to undergo a random drug test on Friday, June 10.
PO1 Richard Suarez of the Negros Occidental Provincial Public Safety Maneuver Company refused to be subjected to a drug testing held at the Negros Occidental Police Provincial Office headquarters in Camp Alfredo Montelibano Sr., Bacolod City.
PO1 Suarez invoked his “right against self-incrimination.”
However, Senior Supt. William Señoron, provincial police director of Negros Occidental, said only civilians may invoke their rights against self-incrimination. He said drug testing is a continuing requirement for police service.
Señoron said PO1 Suarez placed water in a container supposed to be filled with his urine sample.
Gilbert Bayoran of The Visayan Daily Star noted that it was the second time that the same police officer had refused to undergo drug test. Last year, PO1 Suarez fled to evade the surprise drug testing that was conducted at NOcPPO headquarters.
Suarez faces administrative sanction, for insubordination, or any charges deemed necessary, with the maximum penalty of separation from the service for not following the instruction of a superior.
“We will file the case next week. When he refused, we presumed that he’s into illegal drugs because even his alibis were inconsistent,” Señoron said, adding that although disarmed, Suarez can still report for duty because he is not suspended.
