36 bills have been passed and become new laws after President Benigno Aquino III and President Rodrigo Duterte neglected to either sign or veto them.
Here are 8 you should be aware of:
1) Stricter Anti-Car napping Law
Republic Act 10883 is “an act providing for a new anti-carnapping law of the Philippines”. Under this, car napping is now considered a non-bailable offense. It also mandates Land Transportation Office to keep records of all cars and owners. Furthermore, it increases imprisonment time from 17 years and four months, to 20-30 years in jail, depending on the degree of other crimes committed, like violence. If the victim had been raped or killed, their sentence will be increased to life imprisonment.
2) Mandatory subtitles
Republic Act 10905 is “an act requiring all franchise holders or operators of television stations and producers of television programs to broadcast or present their programs with closed captions option, and for other purposes”
This mandates TV stations to have subtitles for the deaf community. However, this exempts franchise holders or TV station operators who release public service announcements under 10 minutes and could prove that subtitles can be economically burdensome. This also exempts programs airing between 1am to 6am. Failure to adhere will be fined Php 50,000 to 100,000 and can imprisoned for 6 to 12 months.
3) Anti Mail-Order Bride Law
Republic Act 10906 provides stronger measures against unlawful practices, businesses, and schemes of matching and offering Filipinos to foreign nationals for the purposes of marriage or common law partnership. This supplements republic act no. 6955, also referred to as the ‘anti-mail order bride law’. This would penalize any person who would engage in businesses exploiting Filipinas to foreigners. If proven guilty, a penalty of 15 years imprisonment and a fine of Php 500,000 to 1 Million. If found operating with more than two people, a penalty of 20 years imprisonment and a fine of Php 2 Million to 5 Million is given.
4) No more candies or inexact change
This is Republic Act 10909 or “an act prohibiting business establishments from giving insufficient or no change to consumers and providing penalties therefore”. You can now sue establishments who don’t give you due change!
5) Longer prescription for crimes graft and corruption
Republic Act 10910 is “an act increasing the prescriptive period for violations of Republic Act no. 3019, otherwise known as the ‘anti-graft and corrupt practices act’ from fifteen (15) years to twenty years, amending section 11 thereof.”
6) Anti-age discrimination for Employees
Republic Act 10911 is “an act prohibiting discrimination against any individual in employment on account of age and providing penalties therefore”. Violators would be fined Php 50,000 to 500,000.
7) No more texting while driving
Republic Act 10913 is “an act defining and penalizing distracted driving”. Penalties range from Php 5,000 to 10,000.
8) Mandatory speed limiters
Republic Act 10916 is “an act requiring the mandatory installation of speed limiter in public utility and certain types of vehicles”. Violators will be fined Php 50,000.
