A press briefing was held by Presidential Communications (PCO) Secretary Martin Andanar, Transportation (DOTr) Secretary Arthur Tugade, Department of Public Works and Highways (DPWH) Secretary Mark Villar, Socioeconomic Planning Secretary Ernesto Pernia, Presidential Spokesperson Ernesto Abella, and Bases Conversion and Development Authority (BCDA) President and CEO Vince Dizon at the New Executive Building in Malacañang on November 3, 2016.
They said during the briefing that the Duterte administration is planning some big projects to resolve traffic, unemployment and increasing food prices by establishing infrastructure in many places in the country to help the economy to grow.
DPWH Secretary Mark Villar shared the planned major projects the administration that are expected to be to be completed within the president’s six year term.
The government was expected to allocate billions of pesos to fund the following projects:
1. Sta Monica-Lawton-BGC Link Bridge:
This will allow cars to enter BGC from Ortigas. An estimated 100,000 cars stuck in traffic will be reduced if the project was already done.
2. UP – MIRIAM – ATENEO Viaduct in Quezon City:
It should decrease travel time in Katipunan and CP Garcia by 80%.
3. Iloilo-Guimaras-Negros-Cebu Link Bridge:
This will cost about $ 1 Biliion. Once this project is finished, people will be able to travel to Iloilo, Guimaras, Negros and Cebu via land transportation.
4. Davao City Bypass Construction Project:
Once completed, the travel time in Digos, Davao Del Sur from Panabo, Davao Del Norte would be reduced by 1.5 hours.
5. North Luzon Expressway – South Luzon Expressway Connector Road:
This will lessen the travel time from Alabang to Balintawak.
The DPWH expects these projects to be finished by the end of President Duterte’s term.
DOT Secretary Arthur Tugade also shared these plans regarding transportation, whether by land, air or sea:
1. Manila-Clark Airway:
A 35 km railway that will hasten the journey from Manila to Clark, Pampanga. According to Tugade, it will guarantee a 1 hour travel time from Metro Manila to Clark International airport.
2. Mindanao Railway:
A 2000 km railway in Mindanao Island is planned to reduce travel time from Davao to Surigao and Cagayan De Oro to 2 hours. It will also help the transportation of goods to different parts of Mindanao become faster and cheaper.
3. Metro Manila Rapid Train System:
It should result in faster and more punctual buses along EDSA and other major roads in Metro Manila.
4. Regional Airport Development:
This project is focused on rehabilitating and improving the facilities of Regional Airports in Visayas and Mindanao to enable the scheduling of more flights in regional airports. The project also targeted on improving air conditioning and toilet comfort facilities and to widen the approaches.
5. RoRo Ports Development:
The project is focused on improving the facilities of the RoRo ports.
BCDA President and CEO Vince Dizon also showcased their planned projects during the Press Conference:
1. Clark International Airport New Terminal Building:
The first world-class airport in the Philippines. It should also decongest the traffic in NAIA in Manila.
2. Clark Green City:
A long term solution to reduce traffic congestion in Metro Manila. They believe that Metro Manila doesn’t have any space left so they are planning to build an alternative commercial hub in Clark City.
3. BGC to NAIA Bus Rapid Transit System:
It will guarantee a 15 minute travel time from Fort Bonifacio to NAIA without traffic or delay.
4. Subic-Clark Cargo Railway Project:
It will connect Subic Port and Clark Airport to lessen the trucks in Metro Manila and cheapen the price of transported goods.
The emergency powers of the president should help hasten the completion of the planned projects, but according to Sec. Tugade, even without emergency powers, the administration will pursue the projects showcased during the briefing.
