Senator-elect Panfilo Lacson openly expressed his opinion on social media on the the possibility of granting emergency powers to President-elect Rodrigo Duterte.
An article written by Amita O. Legazpi on GMA News Online stated that Lacson favors the act in order to address the country’s problem on traffic, illegal drugs, and Abu Sayyaf terrorist group.
Lacson said this is the best time to address the problem with the Abu Sayyaf, which recently beheaded one of its foreign hostages, than under the administration of Duterte.
“Kidnap them back or kill them. It may need good very intel work though,” Lacson posted in his Twitter account.
As such, the senator-elect likewise stressed that before an emergency power may be granted, a bill or resolution must be filed with Congress.
“Any legislative measure must start with a bill or resolution filed by a legislator. It should undergo the regular grind in both houses of Congress,” he said.
However, he noted that granting of emergency powers is not an ordinary bill or resolution but “will go through a more deliberate and thorough process compete with all the safeguards against possible abuse by those who will be tasked to use or implement it.”
Meanwhile, Ernesto Abella, one of the spokesman for Duterte expressed full confidence that the incoming president will implement measures to stop beheadings, kidnappings and other criminal acts, specifically those undertaken by terror groups.
Abella attested that Duterte is a very strategic thinker and he will definitely do something to drastically reduce the activities to ensure a “more peaceful nation” under his term.
Regarding the worsening daily traffic mess in Metro Manila’s major thoroughfares, Sen. Juan Edgardo M. Angara, Chairman of the Ways and Means Committee, said senators are not rushing to endorse a proposal by the Management Association of the Philippines (MAP) to grant the incoming president “emergency powers.
In an article published by Business Mirror dated June 14, Angara disclosed that the MAP proposal will be carefully examined as he was quoted saying: “The intent is good but we have to ensure the people and the government don’t get shortchanged in any sweetheart deals in the process”; further stating that it’s best to be prudent at all times.
