MANILA, Philippines – Presumptive president-elect Rodrigo Duterte swore that he will reintroduce capital punishment and plan to give security forces “shoot-to-kill” orders.
“What I will do is to urge Congress to restore death penalty by hanging,” said Duterte during a press conference in Davao City on Sunday.
An article by InterAksyon published on May 16 said that Duterte also plans to give security forces “shoot-to-kill” orders for assaults on organized crime or against criminals who violently resist arrest.
Before personally confirming his desire to revive death penalty, Senator Aquilino Pimentel, Duterte’s close ally, revealed that he will revive debates on the re-imposition of capital punishment to deliver on his campaign promise to fight crime relentlessly.
An article by ABS-CBN News said that Pimentel believed that reviving the death penalty, especially in a conservative Catholic nation, will not be easy; however, it should be placed on the legislators’ agenda.
“I’m sure dito sa Duterte administration, babalik tayo sa debate sa re-imposition ng death penalty. Babalik tayo doon. In the meantime, meron tayong existing na batas, i-enforce na lang ‘yun,” said Pimentel, who is the president of Duterte’s PDP-Laban party.
[“I’m sure that with Duterte’s administration, we will return to the debate over re-imposition of death penalty. We will return there. In the meantime, we already have an existing law, we just have to enforce that.”]
“Wala na kasi natatakot. Under a President Duterte, matakot na sila,” he added.

Pimentel said the possibility of death penalty discussions will be difficult as even the senators have different opinions regarding the matter.
The presumptive president has vowed a “bloody war” against criminals, particularly drug dealers. Duterte is determined to bring down the crime rate of the entire country, as through this, according to him, the Philippines will be attractive to investors.
Pimentel also shared the Duterte will also seek a review of juvenile delinquency laws and push for the death penalty for drug-related crimes.
