Davao City Mayor Rodrigo Duterte asked the Bangko Sentral ng Pilipinas (BSP) and the Anti-Money Laundering Council (AMLC) why members of the military forces such as Senator Antonio Trillanes IV was able to peer into people’s bank accounts.
“Nasisilip ng militar, nasisilip ng malalaking tao dito sa gobyerno. Kaming maliliit wala pa rin kaming access. Magtanong kami ng ganoon, may deposito ba si Duterte? T*****a [expletive] naman, mumurahin ka. Bakit itong mga militar parang sa kanila ang batas?” he said during a campaign rally on Sunday, May 1, as disclosed in a Rappler report.
(The military, big people in government, can peek into accounts. We small people don’t have access until now. When we ask, does Duterte have deposits? S** ** * ****h [expletive], they will curse at you. Why does the military think they own the law?)
Senator Trillanes, an ex-soldier, accused Duterte of failing to declare at least P200-M allegedly kept in a Bank of the Philippine Islands (BPI) account to his 2014 Statement of Assets, Liabilities, and Net worth (SALN).
As of May 2, 2016, Trillanes has filed an affidavit stating that the source of this information is a certain Joseph de Mesa. According to GMA News Online, Panelo downplayed Trillanes’ affidavit calling it a “double hearsay”.
Mentioned in an article published by ABS CBN News, Central Bank Deputy Governor Vicente Aquino denied that monetary authorities are the source of the leaked bank records.
“We would like to categorically state that the Bangko Sentral ng Pilipinas and the Anti-Money Laundering Council are not the source of the documents and information being cited by a vice-presidential candidate regarding the alleged bank accounts of a certain presidential candidate,” Aquino said
“We assure the Filipino people that the BSP and the AMLC are not engaged in partisan politics and will never allow themselves to be used as a tool for political persecution or harassment, or as an instrument to hamper competition in trade and commerce,” Aquino added.
BPI also released an official statement saying there was no breach in the bank’s client confidentiality protocols. The Ayala-led bank declined to comment further in the meeting between Duterte’s camp and Trillanes that transpired on May 2 in the Julia Vargas branch.
