The tandem of Davao City Mayor Rodrigo Duterte and Senator Alan Peter Cayetano, who are running for president and vice president respectively, vowed to abolish the prevailing “boundary system” of profit sharing in the transportation sector if they win the national elections come May 9.
The pair also promised to stop corruption and ineptitude in Land Transportation Office (LTO), Land Transportation Franchising and Regulatory Board (LTFRB) and Department of Transportation and Communications (DOTC).
“Incompetence breeds corruption. And corruption thrives in a culture of ineptitude. Mayor Duterte and I will not allow these things to continue. If elected, we will make sure that the different transportation agencies will truly serve the needs of our transport workers,” Cayetano said.
During his campaign sortie in Iloilo on Monday, March 28, Senator Cayetano listened to the complaints of jeepney and bus drivers against the burdensome boundary system. He was accompanied by Sebastian “Baste” Duterte, Mayor Duterte’s son, during the dialogue with the drivers.
The drivers told Senator Cayetano that because of the boundary system, they only earn P300 to P400 daily (around $ 5 to $ 8) even if they work for 10 to 12 hours a day.
The website Batas Natin Law Library said under the boundary system, “the driver is engaged to drive the owner/operator’s unit and pays the latter a fee commonly called boundary for the use of the unit. Whatever he earned in excess of that amount is his income.”
Mike Frialde shared in his article for Philstar that was published on March 29, 2016 that according to Senator Cayetano, he and his running mate will give easier access to capital to transport cooperatives and increase the PhilHealth’s budget to subsidize transport workers’ premiums.
