President Rodrigo Duterte urges contractual employees to report labor violations of the companies they work for using the newly-launched 24-hour National Complaint Hotline number 8888.
The President called out on companies to end the illegal practice of labor contractualization; commonly called “endo,” short for “end of contract.”
“Endo” is being practiced by a lot of companies to avoid giving benefits to workers such as paid vacation and sick leaves, maternity leaves, social security, health insurance, and retirement benefits.
Under the Labor Code of the Philippines, a worker who completes the six-month probationary period qualifies to be a regular employee and shall be entitled to the benefits mentioned, but many companies intentionally dodge this regulation by limiting the duration of employment contracts of workers to less than six months.
President Duterte threatened to close down companies that will be caught practicing “endo” and urge them to pay workers correctly. He said companies should either just follow the law or close down their business.
“Huwag na ninyo akong hintayin na mahuli ko kayo because I will be unforgiving. No tolerance ako dito. Ito ang pangako ko sa tao and I will do it. Hintuan na ninyo ‘yan, bayaran ninyo ang tao sa tamang suweldo; stop contractualization. It will not do good to our country,” Duterte said.

According to GMA News Online, the president turned down Labor Secretary Silvestre Bello’s proposal to hire inspectors to review the hiring policies of companies because it is prone to corruption.
“We do not have the warm bodies to go there and check and, you know, it could result in corruption again,” the president said; adding workers’ complaints that their companies are engaging in “endo” would suffice to warrant an investigation.
