Quiapo road rage incident suspect and former army reservist Vhon Martin Tanto was arrested for allegedly shooting bicycle rider Mark Vincent Garalde which was caught on a CCTV in Quiapo last Monday night, July 25.
Tanto was arrested at around 11:40 am in Milagros, Masbate on Friday, July 29, after the police and local government units placed a P100,000 bounty on his head, as per an article published by Manila Bulletin.
Manila Police District (MPD) acting director Senior Superintendent Joel Coronel said in a press briefing that Tanto “will be subjected to inquest proceedings before the Manila City Prosecutor’s office for the violation of the revised penal code murder and frustrated murder.”
Philippine National Police’s Firearms and Explosives Office (PNP-FEO) chief Senior Supt. Cesar Hawthorne Binag also ordered the revocation of Tanto’s firearms.
“In this regard, you are hereby directed to turn over all your firearms to this office or to the nearest police office station immediately upon receipt of this notice in compliance with Section 37.4 or the Implementing Rules and Regulation of Republic Act no. 10591,” the order read.
According to Binag, Tanto has three licensed firearms at the FEO — a caliber .45 pistol and a caliber .40 pistol, with the license expiring on December 11 this year, as per an article published by Inquirer.
However, Tanto did not have a permit to carry firearms outside residence and a permit to transport for his three handguns.
Should the FEO find evidence that Tanto used one of his licensed guns to shoot Garalde, he will be disqualified from acquiring any firearm license in the future.
“Ang pagkakaroon ng baril ay isang pribilehiyo, hindi isang karapatan [Owning a gun is a privilege, not a right] so anytime the government can revoke the license of a gunholder,” Binag said.
