A Quezon City public prosecutor has been ordered dismissed by the Office of the Ombudsman (OMB) for demanding money from a complainant.
Dona Pasibugan of the Philippine Daily Inquirer wrote on her article dated February 24, 2016 that Ombudsman Conchita Morales ordered the dismissal of Quezon City Assistant Prosecutor Edgar Navales for grave misconduct and filed a direct bribery charges against him before the Sandiganbayan.
Kathryn Mae P. Tubadeza shared in an article for Business World Online that Navales was also meted the penalties of perpetual disqualification from holding public office and from taking civil service examination with cancelation of eligibility. The assistant prosecutor was also ordered to pay a fine equivalent to his one year salary.
The case against Navales stemmed from a complaint by Reynaldo De Leon who filed a carnapping case in July 2014 that was raffled to the assistant prosecutor’s office.
In his complaint, De Leon recounted that Navales sent him a text message in September requesting for a meeting because he (Navales) had information that someone was trying to fix the carnapping case.
De Leon said they met inside a restaurant along Visayas Avenue in Quezon City where Navales told him to produce P100,000 for the carnapping case to prosper.
A month later, another text message was received by De Leon from Navales asking him to buy two booklets of church raffle tickets.
Ombudsman Morales said Navales accepted a total of P103,000 from De Leon.
“It is clear that respondent asked complainant to pay and accepted money in connection with a case pending before him. The deposit of these amounts is corroborated by printouts of text messages between complainant and respondent wherein the latter confirmed receipt of the cash deposited,” the ombudsman said.
