In his efforts to give the public a more efficient and convenient transportation, the administration of former President Benigno Aquino III promised the citizens that he would purchase new trains from a Chinese manufacturer. 

According to a footage released by People’s Television (PTV) in their official Facebook fan page, the administration failed to secure MRT coaches that properly fits the railways of the EDSA-plying track. 

DOTr undersecretary Cesar Chavez cited that this is one of the reasons why the newly-purchased trains are still not being used by the Metro Rail Transit (MRT) system. The approximated cost for these trains was reported to amount to 3.76 billion pesos. 

Last February 2017, Philippine Star released a report that claimed the same thing. Representative Jericho Jonas Nograles of party-list Puwersa ng Bayaning Atleta claimed that none of the new coaches are working and that 12 of them bore “cracks.” 

The coaches were purchased from Chinese firm Dalian Locomotive and Rolling Stock Corporation in 2013. Nograles said that Congress should look into allegations that the MRT-3 management has approved the payment. 

According to him, the coaches are unusable due to the absence of components and the lack of critical tests and documentation. 

“This is very unfortunate because the MRT was once seen as a symbol of the past administration’s incompetence. And therefore people have high expectations that things will get better under the present government,” Nograles said.

The House of Committee on Transportation also said that the trains might not be usable for the next few years. An additional amount of 800 hundred million pesos is needed to make the trains compatible with the MRT system.
